LCDR Kulp serves as the Comprehensive Military Construction Program Director at Public Works Department Bethesda, NAVFAC Washington. Commissioned in 2011, he brings over a decade of military and civilian engineering experience, including deployments to Djibouti and Liberia in support of Operation United Assistance. He has held key facilities and acquisition roles at Naval Station Everett, Coastal Riverine Group ONE, and OPNAV. LCDR Kulp holds a bachelor’s degree in civil engineering from Saint Martin’s University and a master’s in Infrastructure Planning and Management from the University of Washington. He is a registered Professional Engineer and Seabee Combat Warfare qualified.

Ms. Orbidan is a Program Analyst at NNSA, where she combines legal expertise with program management to advance U.S. energy security and global stability. With a Juris Doctor from Southern Methodist University, she leverages her background in international law to navigate complex geopolitical challenges.
Ms. Orbidan previously served as an International Relations Specialist at the U.S. Department of Energy, focusing on the Baltics, Central Asia, and Ukraine to strengthen bilateral cooperation and advance energy security priorities. Fluent in English, Ukrainian, and Russian, she brings unique perspective to transatlantic dialogue on law, security, and energy resilience.

Douglas K. Tucker is the Director, Installation Energy Policy and Programs, assigned to the Office of the Deputy Assistant Secretary of the Air Force (DAS), Environment, Safety, & Infrastructure. His responsibilities include assisting and advising the DAS in development and oversight of installation energy policies addressing mission assurance through energy assurance. He is a graduate of the University of Kansas’ College of Engineering, the Air Force Institute of Technology’s School of Systems and Logistics and Georgetown University’s McDonough School of Business, and was a National Security Fellow, Kennedy School of Government, Harvard University.
Mr. Tucker served 30 years as a commissioned officer in the U.S. Air Force. His experience includes facilities energy management, district heat network and heat plant modernization program development, alternative fuels performance assessment, and facilities and infrastructure investment, operations, and maintenance.

Joe Walsh leads Centrica’s B2G business in the U.S., including management of the company’s DOE ESPC IDIQ and US Army Corps of Engineers ESPC MATOC contracts globally. He is a former US Army officer and joined Centrica after a career designing and deploying microgrids for the US military at PowerSecure.
Founded as His Majesty’s Gas Light & Coke Company in 1812, Centrica is among the oldest continuously operating utilities. Today, the company’s operations span the UK (British Gas), Ireland (Bord Gais), and continental Europe the Middle East and North America (Centrica Business Solutions and Panoramic Power). Centrica manages 16.7 GW of renewable and flexible capacity worldwide (wind, solar, battery, etc.) and supplied over 12.2 TWh of energy in 2024. Legacy assets critical to Europe’s energy resilient supply chain include the Roosecote 49 MW battery energy storage site – a grid-forming asset converted from a retired coal generating station; and Rough, the UK’s largest gas storage facility – located under the North Sea – and currently proposed for conversion to hydrogen storage to deepen long-duration resilience.
Mr. Walsh leads the Centrica team that is currently finalizing an ESPC Investment Grade Audit at Aviano Air Base, Italy, and is the primary author of the project’s energy rate analysis white paper, which considers the market implications of the invasion of Ukraine on Europe’s energy supply. Mr. Walsh holds undergraduate degrees from Boston University and the Defense Language Institute and an Environmental Law degree from Suffolk University Law School.

Patricia Schouker is an energy analyst based in Washington, D.C. and an associate member of New College at Oxford University. She is the founder and CEO of Energy Bridge Consulting, an independent strategic energy consulting firm based in Washington, D.C.
She has extensive experience in global energy market studies, energy security, and political risk with a special focus on Europe, the U.S., and Russia. Schouker was recently selected as one of the top 40 most influential individuals in the energy sector by Right Relevance Inc. in San Francisco and a top 50 female influencer in blockchain and cybersecurity by Onalytica in London.
Schouker worked at Le Figaro Newspaper in Paris and was a parliamentary assistant and attaché at the French National Assembly. While working for a petrochemical company, she wrote her thesis on U.S Foreign Policy towards Terrorism after 9/11, focusing on the Wars in Iraq and Afghanistan.
As a member of Chatham House, she has led several research projects in the areas of energy security and emerging threats in critical energy infrastructure as well as policy and risk assessments of European and Russian oil and gas systems.
She has collaborated with various academic institutions, think tanks, embassies, and the European institutions on the European energy market, the geopolitics of energy, and investment patterns.

Michelle Amante-Harstine is Founder and CEO of the Congressional Energy Engagement Foundation and Congressional Energy Engagement, LLC, where she creates high-level “rooms of engagement” connecting Members of Congress, energy leaders, and global allies. She has advised governors, worked with national laboratories, and international partners on advancing nuclear innovation, energy security, and workforce development.
She is recognized for designing influential platforms such as the World Nuclear Congress, the ICON Champions of Nuclear Awards, Congressional Energy Impact Dinners, and the new Inside the Hill Studio series. Through these initiatives, Ms. Amante-Harstine brings Members of Congress and global leaders together to address U.S. national security, clean energy priorities, and transatlantic dialogue on energy leadership.
Previously, she served as Senior Advisor for Stakeholder Engagement in the U.S. Department of Energy’s Office of Nuclear Energy, where she advanced collaboration across government, industry, and academia.

Congressman Chuck Fleischmann is a conservative Republican representing the 3rd District of Tennessee. The District is comprised of 10 counties: Anderson, Bradley, Campbell, Hamilton, McMinn, Monroe, Morgan, Polk, Roane, and Scott.
Chuck serves on the Appropriations Committee, which is vitally important to the residents of the 3rd District. Within the Committee, he serves on three crucial subcommittees: Energy and Water Development, and Related Agencies, Labor, Health and Human Services, Education, and Related Agencies, and Defense.
As well as serving on the Appropriations Committee, Chuck also sits on the House Committee on Science, Space, and Technology. Within the Committee, he serves on the Energy Subcommittee.
In the 119th Congress, Chuck was named Chairman of the Energy and Water Subcommittee of Appropriations. As Chairman, Chuck leads the charge to fund the federal agencies and programs responsible for the United States’ national laboratories, nuclear security, and energy independence.
Chuck’s role as Chairman of the Energy and Water Development and Related Agencies subcommittee allows him to fight for funding for the Chickamauga Lock, a critical East Tennessee infrastructure project. In addition, this subcommittee assignment is of paramount importance to the northern region of the Third District, which is home to Oak Ridge National Lab, Y-12 National Security Complex, and a large environmental cleanup mission, all of which rely on funds appropriated by this subcommittee.

Currently serving his fourth term in the House of Representatives, Congressman Mike Levin is a member of the powerful House Committee on Appropriations, where he serves on the Subcommittees on Energy and Water Development and Related Agencies and Military Construction, Veterans Affairs, and Related Agencies.
Prior to being elected to Congress in 2018, Mike fought for climate action while working as an environmental attorney. He also served on the board of the Center for Sustainable Energy and co-founded Sustain OC, helping accelerate the transition toward more sustainable power generation and transportation alternatives
As a Member of Congress, some of Mike’s top priorities are combating climate change, protecting our natural resources, and capitalizing on the economic benefits of a sustainable energy future. He has led legislation to transition the United States to zero-emission vehicles, ban new offshore drilling along the coast of Southern California, responsibly develop renewable energy on public lands, and much more. He is a Vice Chair of the Sustainable Energy and Environment Coalition (SEEC), the leading House caucus focused on issues related to environmental protection, climate change, and clean energy.

Dr. Hassan is an expert in international marketing, global strategy, and branding, with a particular focus on the intersection of business, innovation, and policy. As a professor at The George Washington University School of Business, he has advanced research and teaching that address global competitiveness and sustainable economic growth. Dr. Hassan has advised multinational corporations, international organizations, and governments on strategies that strengthen cross-border collaboration and market development. Through scholarship, advisory roles, and international engagement, he contributes to dialogue on global economic resilience, innovation in energy and infrastructure, and the transatlantic partnerships essential for long-term prosperity.

Mr. Simms is the Director of Supply Chain Strategy at X-Energy, spearheading efforts to establish and expand their critical supply base, essential for advancing next-generation nuclear technologies. Prior to this, David served as a Senior Strategic Advisor within the Department of Energy's Office of Manufacturing and Energy Supply Chains (MESC).
In this role, he managed multidisciplinary teams at National Laboratories, conducting vital strategic supply chain analyses specifically for nuclear energy and critical minerals, and was instrumental in directing the publication of "The National Blueprint for a Clean and Competitive Industrial Sector." His extensive experience also includes his tenure as a Manager at Deloitte, where he performed critical industrial base assessments for the Department of Energy as well as supporting several Department of Defense clients managing microgrid projects and utility procurements.
David's career demonstrates a profound ability to analyze complex industrial landscapes, identify strategic opportunities, and develop actionable plans to enhance supply chain resilience and competitiveness for critical national objectives.

Dr. Shingledecker is an industry leader in power generation technology with recognized expertise in advanced manufacturing methods and high-temperature materials. At the Electric Power Research Institute (EPRI), he has driven global collaboration and innovation across thermal, nuclear, and renewable power generation systems. Dr. Shingledecker has authored more than 230 publications, received numerous awards for technology transfer, and played a central role in forging public–private partnerships that advance government-funded R&D. Through international collaboration, invited lectures, and thought leadership, he has strengthened the development of resilient energy supply systems and contributed to transatlantic dialogue on energy innovation and security.

Lt. COL Thomas Williams (U.S. Army, Ret.) is the former Legislative Liaison for the US Army Corps of Engineers and Department of the Army. Tom recently retired with over 20 years of service to the nation. He completed the Army Congressional Fellowship and was an Army legislative fellow assigned to a members office in the House of Representatives.
Tom was an infantry officer and has been deployed to Iraq, Afghanistan, Jordan, and Poland. He was commissioned from the U.S. Military Academy at West Point with a Bachelor’s degree and holds a Master’s in Legislative Affairs from George Washington University.

MG Rick Stevens (USA, Ret.) is recognized for his distinguished service as Deputy Chief of Engineers and Deputy Commanding General of the U.S. Army Corps of Engineers, where he oversaw global programs in military construction, civil works, and international engineering. With a career spanning more than three decades, he also commanded the Pacific Ocean Division, leading major infrastructure and international projects. A graduate of the U.S. Military Academy at West Point, MG Stevens also earned advanced degrees in engineering and national security strategy. He continues to share expertise on strategic infrastructure, defense partnerships, and energy resilience in transatlantic and global forums.

Jeremy Bowen serves as the Deputy Director for New Reactors at the U.S. Nuclear Regulatory Commission (NRC).
Mr. Bowen joined the NRC in 2007 as a licensing Project Manager in NRR. Since then, he has served in various capacities, including as a Reactor Operations Engineer responsible for the NRC's reactor inspection program, NRR's Technical Assistant for Enforcement, Branch Chief in NRR's Division of Operating Reactor Licensing, Associate Director and Deputy Director for NRR's Japan Lessons Learned Division, and as the liaison between the NRC's Executive Director for Operations and the NRC's regional offices. Mr. Bowen's senior management assignments include Acting Deputy Director for the Division of Engineering in NRR, Acting Deputy Director for the Division of Physical and Cyber Security Policy in the Office of Nuclear Security and Incident Response, Deputy Director of the Division of Engineering in the Office of Nuclear Regulatory Research, and Deputy Director for DANU.
Prior to joining the NRC, Mr. Bowen served as a Naval Submarine Officer. He holds a bachelor's degree in Systems Engineering from the U.S. Naval Academy and is a graduate of the NRC's Leadership Potential Program and the NRC's Senior Executive Service Candidate Development Program.

Dr. Sudol is an expert in water resources, environmental policy, and infrastructure management, with a distinguished career at the intersection of engineering, regulation, and national security. He served more than three decades with the U.S. Army Corps of Engineers, including as Director of the Coastal and Hydraulics Laboratory and as Director of the Regulatory Program, where he oversaw critical permitting and compliance responsibilities nationwide. A licensed professional engineer, Dr. Sudol has advised government, industry, and international partners on sustainable infrastructure and resource management, contributing to transatlantic dialogue on energy security, environmental resilience, and infrastructure policy.

Mr. Brookie brings more than three decades of expertise in logistics, energy, and strategic sustainment, developed through a distinguished 34-year career as a U.S. Army Colonel. He held command and senior staff positions in Korea, Germany, Romania, Iraq, and the United States, including leadership of the Army Petroleum Center and the 402d Army Field Support Brigade. Following his military service, Mr. Brookie transitioned to the private sector and now serves as Director of Government Solutions at World Fuel. With advanced degrees and professional certifications, he continues to advance defense energy resilience and global supply chain security.

Jenny Smith serves as the Vice President of Government Affairs, Commercial Power for Bechtel. Since joining in June 2025, Jenny has led the government affairs strategy for Bechtel’s nuclear power portfolio, engaging with policymakers, regulators, and industry partners to advance projects, secure policy support, and align business goals with national energy priorities. Jenny brings to this role more than twenty years of national security experience in the federal government.
Most recently, Jenny led the Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Ukraine Task Force with a focus on nuclear risk reduction, emergency preparedness and response, and critical energy infrastructure resilience – with an emphasis on the safe, secure, and reliable operation of Ukraine’s nuclear power plants. Previously she served five years at the White House in the National Security Council and prior to that held a series of roles within the Department of Defense serving at The Pentagon, the Defense Threat Reduction Agency and overseas assignments at the U.S. Embassy Baku, Azerbaijan and on the U.S. Mission to the Organization for the Prohibition of Chemical Weapons. Jenny is a highly decorated public servant and has been recognized with the Secretary of Energy Achievement Award, the NNSA Administrator’s Distinguished Service Gold Award, the White House Outstanding Service Award, State Department Superior Honor Award, the Defense Threat Reduction Agency Meritorious Civilian Service Medal, and the Office of the Secretary of Defense Medal for Exceptional Civilian Service. She is also an alumna of the Presidential Management Fellows Program.
